The Leavitt Institute for International Development (TLI) has partnered with the United States Agency for International Development (USAID) and the Rwandan Institute of Legal Practice and Development (ILPD) to create the Rwandan Educational Assistance In Law (REAL) Initiative. The purpose of the REAL Initiative is three fold: 1) improving the professional preparation, qualification, and capacity of Rwandan judges, prosecutors, defense attorneys, and private lawyers to administer the affairs of the Rwandan people and the Rwandan government in the Rwandan legal system; 2) strengthening the administration of the rule of law in Rwanda by enhancing the ability of Rwandan governmental and legal personnel to draft effective, concise, and fair legislation and by teaching court personnel to effectively manage file loads; and 3) increasing the depth and ability of the teaching and technical capacity of the Institute of Legal Practice and Development and assisting it in achieving its mission of becoming a national and regional center for legal education. 

 The first objective of the REAL Initiative is to improve the professional preparation, qualification, and capacity of Rwandan judges, prosecutors, defense attorneys, and private lawyers to administer the affairs of the Rwandan people and the Rwandan government in the Rwandan legal system. To do this, the REAL Initiative will engage in three different activities: 1) Supreme Court of Rwanda Specialized Training Seminars, 2) Advocacy Skills Training for Prosecutors and Defense Attorneys, and 3) Legal Pleading and Contract Drafting Seminars.

 

The second objective is to heighten the administration of the rule of law in Rwanda by enhancing the ability of Rwandan governmental and legal personnel to draft effective, concise, and fair legislation and by teaching court personnel to effectively manage file loads. To do this, the REAL Initiative will engage in three different activities: 1) Legislative Drafting Seminars, 2) Court Clerk File Management Efficiency Assessment, and 3) Court Clerk File Management Efficiency Seminar.

The third objective of the REAL Initiative is to increase the depth and ability of the teaching and technical capacity of the Institute of Legal Practice and Development and to assist it in achieving its mission of becoming a national and regional center for legal education. To do this, the REAL Initiative will engage in three different activities: 1) the Train the Trainer program, 2) E-learning Training Seminar for ILPD staff, and 3) Videotaping of Seminars.
